The Human Resources Manager reports to the CEO of the Health Plan and will manage recruitment, compensation, benefits, and employee relations. The HR Manager will have a dotted line reporting relationship with the Chinese Hospital Director of Human Resources to coordinate those services purchased by the health plan from Chinese Hospital specific to human resources. The Manager conducts new employee orientation and expands onboarding programs, manages performance improvement, and assists with regulatory audits and projects. The Manager is responsible for the maintenance and update of health plan personnel files and works collaboratively with the Human Resources team to manage operational transactions such as new hires, promotions, transfers, and terminations. The Manager makes recommendations for improvement for the administration, coordination, and evaluation of human resource projects and programs.

Job description:

Manages the on-boarding process for new health plan employees  Manage the Recruitment Process to place targeted advertisements, set up interviews, and guidance through the pre-employment and hiring processes.  Research Compensation and Benefits for Health Plan positions in the Bay Area. Conduct various annual salary surveys. Manages the performance evaluation program to include job descriptions, goal setting, and annual performance cycle review process for employees. Reviews and updates Human Resource Policies and Procedures. Assists with training of employees on automated programs such as API time and attendance system, Relias educational system, Employee Self Service system for paperless paychecks and other data base programs. Meets with Managers to assist with employee related services, regulatory compliance, and employee relations. Responsible to track, monitor, and manage training programs. Maintain and revise CCHP Employee Handbook. Develop and maintain department personnel files, records and reports. Assists senior management regarding staffing issues, documents and reports employee disputes, participates with management counseling and/ or disciplinary counseling sessions with employees, and assists the responsible senior executive or manager in the process for placing employees on Performance Improvement Plans. Conducts exit interviews and off boarding processes. Actively participates and attends administrative team meetings as scheduled. Schedules meetings to work with senior management to develop department goals, objectives, and systems. Develop new and improve existing programs to enhance employee relations. For Example: Expand New Employee Orientation and On Boarding Process, Volunteer / Internship Program, and Continuous Improvement Processes, etc. Coordinates with CCHP legal counsel specific to employment law practices, and modifies existing or creates new policies, approaches, and procedures at the direction of legal counsel. Disseminates and discusses revised or new policies with all managers and communicates as directed by senior management policy changes to CCHP employees Assists with employee related events. Accepts and performs other duties as assigned.
