Larry Loo, MPH
Chief Executive Officer
Larry serves as Chief Executive Officer of CCHP, a health plan wholly owned by the Chinese Hospital Association. Prior to this role, Larry was the Chief Financial Officer for the San Francisco Health Service System and has held various senior leadership positions within CCHP and Chinese Hospital, including Chief Operating Officer, Chief Information Officer, and interim CEO.
Throughout his career on the West Coast, Larry has excelled in senior management roles, including start-up CEO of Puget Sound Health Partners and leadership positions with The Regence Group (now Cambia Health Solutions), Premera Blue Cross, Group Health Cooperative, and Kaiser Permanente. Larry’s extensive experience in diverse health plans has equipped him to enhance CCHP’s offerings and expand services to better serve the community.
A San Francisco native, Larry was born at Chinese Hospital and graduated from Lowell High School. He holds an MPH in Health Policy and Management from Columbia University and a B.S. in Nutritional Biochemistry from Cornell University. Larry also actively contributes to the community by serving on the boards of True Sunshine Preschool Center, Yee On Tong Benevolent Association, and Chinese Community Health Resource Center. Outside of work, he enjoys cooking and coaching competitive youth volleyball.
In his leadership at CCHP, Larry is a practitioner of servant-leadership, committed to providing vision, guidance, and resources that empower staff to deliver exceptional service to members. His vision is to strengthen CCHP’s role as a trusted healthcare provider, fostering a supportive environment where innovation and compassion meet the evolving needs of the community.

Ketan Gima
Chief Operating Officer
Ketan is the Chief Operating Officer of CCHP, bringing over 30 years of strategic leadership and operational expertise in healthcare insurance and care delivery services. His experience spans startup environments, growth initiatives, and technology integration within the healthcare industry. Over the last two decades, Ketan held diverse leadership roles at Canopy Health, a University of California-owned healthcare network, and Blue Shield of California.
Ketan holds a Global MBA from Saint Mary’s College of California and a Bachelor’s in Management Information Systems from California State University, Fullerton. He is also dedicated to fostering innovation and supports emerging entrepreneurs as an Advisor at UC Berkeley’s Skydeck accelerator program.
Originally from Brooklyn and raised in New Jersey, Ketan moved to Southern California in 1990, drawn by the sunshine and opportunities that have made him proud to call California home. His commitment to operational excellence and strategic growth drives his work at CCHP, where he is focused on enhancing service delivery and supporting CCHP’s mission of providing quality, accessible healthcare.

Ken Choi, MBA, CPA, CMA, EA
Chief Financial Officer
Ken joined CCHP in February 2018 as Director of Finance and has served as Chief Financial Officer since December 2021. With over 30 years of experience in healthcare finance, accounting, and system optimization, Ken brings a wealth of expertise in both the for-profit and nonprofit sectors.
Ken’s career includes key financial leadership roles across diverse healthcare organizations, including hospitals, health plans, physician groups, and mental health agencies. His experience spans institutions such as Kaiser Foundation Health Plan, Catholic Healthcare West, On Lok Senior Health, and Richmond Area Multi-Services, Inc. His extensive background in financial reporting, internal controls, cost management, and strategic planning enables him to drive impactful fiscal decisions and organizational strategies.
Ken holds an MBA in Accounting from California State University, Hayward, and a B.S. in Business Administration with an emphasis in Accounting from San Francisco State University. As a Certified Public Accountant (CPA), Certified Management Accountant (CMA), and IRS Enrolled Agent (EA), he is highly skilled in optimizing financial operations and implementing cost-effective solutions to drive organizational growth.
At CCHP, Ken is dedicated to ensuring financial stability, enhancing operational efficiencies, and advancing CCHP’s mission to provide quality, affordable healthcare. His vision is to strengthen CCHP’s financial foundation while fostering innovation and growth to better serve the community.

Robert Pretzlaff, MD, MBA
Chief Medical Officer
Dr. Pretzlaff serves as the Chief Medical Officer for Chinese Hospital and CCHP. He has over thirty years’ experience as a physician and has spent the last dozen years as a Chief Medical Officer along with other executive leadership roles. Beginning in 2014, Dr. Pretzlaff served as the Chief Physician Executive for Dignity Health in Nevada where he helped lead their three hospitals in the Las Vegas service area along with leadership of their multispecialty medical group and population health efforts. Recently, Dr. Pretzlaff has worked as the Chief Medical Officer for Henry Mayo Newhall Hospital in Los Angeles and Lodi Memorial Hospital in Northern California.
Dr. Pretzlaff earned a degree in Philosophy at Michigan State University prior to obtaining his MD from Wayne State University in Detroit, Michigan. Following medical school, Dr. Pretzlaff trained in both Pediatrics and Pediatric Critical Care eventually becoming Chief of Critical Care Medicine for the UC Davis Children’s Hospital. He later earned an MBA from California State University – Sacramento.
Leaving the bedside for leadership roles Dr. Pretzlaff has always maintained his focus on improving the lives of patients through an unrelenting focus on improving quality and access to care. Dr. Pretzlaff asserts that “Access to quality, affordable healthcare should not be a challenge for patients. It should be an expectation.”
When not working Dr. Pretzlaff enjoys travel, music and occasionally going out dancing with his wife, Diana. He is also an avid sailor when time and weather permit. He is very much excited about fulfilling the vision that created his position with Chinese Hospital and CCHP.

Sylvia Munguia Pittman
Chief Human Resources Officer
Sylvia is nationally recognized HR leader with over 20 years of experience in the healthcare and hospital industries. A recipient of the HRO CHRO of the year award, Sylvia leverages her extensive expertise to design and implement robust employee engagement and well-being programs, driven by a passion for creating positive workplace cultures.
Sylvia excels in aligning HR strategies with organizational goals, ensuring successful initiatives that enhance employee performance and contribute to overall business success. Holding a master’s degree in Human Resources Development and an undergraduate degree in Organizational Leadership, Sylvia embodies a strong commitment to fostering excellence and driving sustainable growth within organizations.
